Version 13.2.Rel1 has appeared on https://developer.arm.com/downloads/-/arm-gnu-toolchain-downloads, but download links give "The resource you are looking for has been removed, had its name changed, or is temporarily unavailable."

Tried with the link for arm-gnu-toolchain-13.2.rel1-mingw-w64-i686-arm-none-eabi.exe and several others.
